The sixth and important meeting of the 2019-2020 Rotary Year was opened by President Vicky Boatwrighton August 6th, 2019. And Voila! Sparky returned the Club's historic, sacred bell! The "thought for the day"was given by esteemed member Ed Bunting:

President Vicky reports that we received a Certificate of Appreciation from the SJUSD as a Most Valued Partner for our Christmas Basket program. This year’s Carmichael Rotary Christmas Basket program details are being developed and will be announced in the coming months. Rich Plath is chairing the project again
Rotary Leadership Institute is designed to help newer members learn more about Rotary and members who want to develop more leadership skills (new 3-part class for newer ones interested in learning more about Rotary and/or if you’re interested in a leadership role in the future). This course is all day, including lunch, and has a $25 fee. Levels1 & 2 are Sat, Sept 14 at the Citrus Heights City Hall. Level 3 will be in Oct during the District Conference in Reno (guessing they will repeat it for those who didn’t attend the conference).♦Rotary District 5180 Conference is Oct 25-27 at the Peppermill in Reno. Rachael Taylor is the Executive Director of the Carmichael Improvement District. The organization was formed in 2016 by property owners along commercial Fair Oaks Blvd. The CID works every day to keep our community safe and clean and attract businesses and customers to our area. The district strives to lead the transformation of Carmichael to a prosperous, engaged, and desirable community.
► AUGUST 20 - MEMBERSHIP AND CLUB DEVELOPMENT - Michael Reinero
Our own member Troy Drennonis a financial adviser with A.G. Edwards and has been absent recently because he is adding a new office in Folsom. It appears that he is on the way up in life. Troy was just bumbling around until he got inspired by his financial adviser to join A.G. Edwards. It was tough having to pass a lot of difficult examinations, but he made it through. Now his wife, Erin is also becoming a financial adviser. Troy left us with the amazing fact that Carmichael’s zip code has liquid assets of 21 billion dollars!
JayBoatwright introduced our renowned speaker for the day, P.D.G. Bob Deering. Bob is a retired CPA. He said that both JimThompson and Bob Deering were District Governor in his two separate administrations as Carmichael President.
Bob’s topic today was a report on the most recent 201 “Council on Legislation” Rotary International meeting. He said that R.I. consists of 538 Districts throughout the world. They represent over 200 countries. The “Council on Legislation” next meeting will be in 2022. They produced 117 “Enactments”.
Bob told us that the meeting happened in Chicago and explained that members had different cards they held up to vote, red, blue, and call for the question.Bob went through the politics of the meeting.
“Enactments” are proposals that emanate from a Rotary Club or District. R.I.’s Regions really do work together for their concerns and is the key legislative body for Rotary - our opinions do count!
There were 37 enactments that passed. Bob took us through a few of them.
Enactment 19-22: The term of a president in a club where a successor has not been found shall serve for one additional year only (not until a successor is found).
Enactment 19-49: was about restraining the increase of membership of clubs who add membership after July 1 in a given year, so that they can have additional votes for the district’s elections. This was a concern of the Indian clubs – it passed.
Enactment 19-71: Is about a change to the constitution, requiring a 2/3 vote, that Rotaract members are voters and partners of Rotary. The proposed enactment failed but was reconsidered the next day and passed
Enactment 19-82: Increase dues, $1 per year to preserve the Reserve fund to 85% of expenses. Passed.
Enactment 19-112: Cuts non-voting members from councils, no past-president can be a voting member. This was a cost cutting measure. Passed.
Bob ended with an enactment about having R.I. as a 501c-3 corporation. It was voted that in the U.S., there is no problem with clubs to be 501c3 for tax purposes.
President Vicky proudly announced that, in honor of Bob’s most informative presentation, a book will be donated to the Carmichael Library (Sacramento Public Library)

It was the now long term “kindler and gentler” Chuck McBride who officiated over the “Happy Thoughts” today. And in truth, Chuck didn’t have to do much as there was a plethora of “Happy Thought” responses. Rich Plath RANG THE BELL in honor of the start of Vicky’s year; Stan Roe RANG THE BELL for his birthday; Walter Malhoski celebrated two birthdays, his and his mother’s and his successful 2nd cataract surgery, he RANG THE BELL; Tony Marques both RANG THE BELL and BONGED THE GONG as gratitude to the Club and Rotary because he won =+/- $1,060 in last week’s raffle; Vince Iosso put in a complaint fine – something about Jacy the receptionist; Ed Bunting’s grandson had surgery, I guess it turned out good because he RANG THE BELL; Vicky Boatwrightcelebrated getting the Bell back from “Sparky”; Greg Herrera told an awful story about his son, Steven, just back from Japan, got “sucker punched” as a random act of violence, which wiped out his dental work- sad!!! He found a dentist that took care of him and got smile back, he traveled back to Japan – what happened to love and kindness; Mark Beil put in $ for his kids and son who is now in Sacramento working at Brown & Caldwell – an engineering firm; DougHaaland is just happy it is August and made a confession – it was really Mo Browning that wrote the article in the Carmichael Times about our Club recently – somehow Doug got his name in the paper as the author of the article and he is going to be a grandparent again!; Chuck McBride was happy to see Bob and Chris Deering;

During the incumbency of President David Thorman,(2013-14) it was decided that instead of giving a particular gift, ie coffee mug, pen etc. to honor our guest speaker each week, we would simply donate a book to the Carmichael Library. So below are some of the books that we have donated in honor of recent speakers.
It is the "gift that keeps of giving" because those who will check out these books from the library will derive many hours of pleasure for years to come, and it enhances learning and literacy. The books are chosen byBertaBoegel, Branch Supervisor, Carmichael Library, subsidiary of the Sacramento Public Library.
